PA Resigns to Protest Dropped Patients

Michigan PA Todd Chisholm resigned from his position at Hiawatha Behavioral Health on Monday morning as an apparent protest to the way that patients are being dropped, which is due to the source of funding rather than lack of need.

He addressed the Chippewa County Board of Commissioners:

“First and foremost,” said Chisolm of his reason for resigning, “is an administrative decision to try and discharge almost all non-Medicaid patients from the mental health system; specifically, indigent patients, privately insured patients and Medicare insured patients.”

Chisholm says that the approximately 120 dropped patients across three counties, which he indicated are the result of an attempt to survive in a poor economy, will fail in their new settings. He also predicted a bad outcome in the form of suicides, homicides or death by self-neglect.

“I was basically told that the discharges needed to happen and that all cases had been ‘cleared,’ as feasible, by their chart reviews,” said Chisolm, detailing the results of a meeting last week with the administration which prompted his resignation. “I was also told that Pathways Mental Health (based in Marquette) has virtually already succeeded in discharging all, or at least almost all, Medicare clients. If this is true, my thought is: Shame on them.”

Nice try for a 'big show' Todd, but it doesn't fly with people who know you & your situation better.

Mr. Chisholm had worked at HBH for many years under the 'protection' of the resident Psychiatrist, who retired a few months before this 'farce'.  They were very close professionally & socially. They were also a big part of the 'problem' at HBH over the past several years, intentionally mis-diagnosing patients so that they fell outside of 'Priority Population' guidelines, thus not qualified for treatment at HBH.  This was done to ensure larger 'year-end' bonuses due to reduced treatment costs.

HBH has also had their funding cut many times over the past 5 years, so suddenly Mr. Chisholm develops a 'conscience' now?  Unlikely.  This particular funding cut was announced 6 MONTHS before it finally took effect in October. Why wait 6 MONTHS before suddenly resigning without notice, dumping all his patients onto the new resident Psychiatrist?  And it was 6 months earlier that his 'protector' retired, quite a coincidence isn't it?

HBH has been rejecting & discharging many high-risk patients for years, and many ended up dead from suicide or locked up in the state correctional system (which has been functioning as the 'State Mental Hospital' for the indigient & uninsured for the last decade or two).  Why the sudden 'self righteousness' now?

Mr. Chisholm had been facing a lot of heat over his 'abusive' behavior toward some patients, and had multiple Recipient Rights violations filed against him.  With his 'protector' now gone, he finally had his feet held to the fire.

And I really wonder about his 'dedicaton & commitment' to his current patients he showed with his sudden resignation?

And why make a big show of 'concern' by appearing before the County Board of Commisioners?  HBH recieves there funding directly from Michigan Dept. of Community Health, NOT the local counties?  But it does make for good theatre, right Todd?

Nice try, Todd, and I hope your new employer (that you suddenly resigned for, without appropiate notice) finds out the truth.
