Ontario sleep doctor alleges government plot against him

An Ontario doctor specializing in sleep disorders is suing the provincial government and the College of Physicians and Surgeons of Ontario, claiming he is the victim of a government plot to force him out of practice.

Dr. Jeffrey Lipsitz alleges in a lawsuit filed in the Ontario Superior Court that the college and Ministry of Health and Long-Term Care together embarked on a "closure campaign" to silence his advocacy of community-based sleep medicine doctors.

Dr. Lipsitz operated 12 sleep-disorder clinics in Ontario, testing 50,000 patients over two decades. All community-based sleep clinics must be licensed and regulated by the ministry and the college.

The suit alleges that Dr. Lipsitz's clinic were subjected to unfair inspections, forcing him to close several clinics because of the financial strain of repeated inspections, hampered recruitment and staff retention, and a struggle to maintain a loyal patient base. The suit states that, before reopening his clinics, Dr. Lipsitz was made to agree to permitting the ministry to order inspections at will.
