Staffing issues in 'Corporate' hospitals vs Community hospitals

Due to relocation I now work for UHS. My previous employer (15 years in the MICU) was a community based hospital. I am appalled that UHS considers all staff in the 'numbers' for staffing an ICU. Ancillary and management are counted and sometimes can be 'traded', (gain a secretary--lose a nurse?!)  depending on the number of pt's in the unit. Also, if a pt is transferred out at 6:00pm, that RN must go home or float to another unit for the remainder of his/her shift while another RN with two pts. has to get report and assume care for the pt for the last one hour and a half. Pt. care is being compromised for their idea of productivity ($). I'm looking for ideas/help with how to fight a corporation for what is right, and that is quallity pt care. Anybody?
