Do NPs have to be certified RNFA to be billable in the OR?

I am looking at bringing and NP on staff at an Orthopedic clinic and cant seem to get a straight answer about NPs in the OR.  I know they are "allowed" to assist, but can I bill them seperately if they do not have the RNFA cert?

I am billed as a first assist. My NP certification trumps a RNFA & therefore both are NOT required.
