Need info from anyone who works at a hospital that currently or in the past has tried a policy on not transfering patients durring change of shift.

please let me know what hospital, what the policy is, such as curtisy or manditory, wether or not it works, if not what are the problems, if it does what are the benifits. please also include what unit you work in such as ICU, ER or inpatient regular unit. Also please include the time frame in affect such as 30min before and after shift change, or what ever it is.  Thanks in advance to all who reply..whith the requested information, I am on one of those manditory commities and finding any info has been difficult.
