Everybody has a boss.. the CEOs are responsible tot he Board of Directors.. it is their responsibility to take control and keep these places on the straight and narrow..   Where are they?  

Tell this guy to get a lawyer but fast.. He also needs to get lawyer that he pays for himself. A lawyer provided by the facility will only be looking after the interests of that facility.   Good luck
